Welcome to the UPSL Referee Roster. The UPSL is one of the top Ameture / Semi-Pro Leagues in North Carolina and South Carolina. This league will give you the opportunity to be challenged and grow as a referee. We look forward to having you as a part of the UPSL roster and seeing you on the field!
Assignment Process & Pre Match Expectations
North Carolina Assignments are sent through the USSF - NC Arbiter Account
South Carolina Assignments are sent through the Marshall Officiating Assignr.com group

Pre Match Communication Referees, Contact your crew minimum 24-48 hours prior to the match to confirm match details.
UPSL Mid Atlantic Division Arrival / Attire Expectations: Minimum 60 minutes in parking lot and 45 Min prior to kick on the field with coaches
- First on site should - Contact Crew for best parking location & confirm arrival times of crew
Travel / Arrival: Black Tracksuit w/ Black Polo - USSF, State or CRO tracksuit are preferred.
Crew Field Inspection: Dark Polo (BLACK is preferred) - USSF Shorts - Referee Socks Pulled Up - Shoes Tied
Departure: Black Tracksuit & Black Polo or Field Inspection Attire

Minimum Standard Violations
14.22 All Clubs must adhere to the UPSL minimum standards as defined in Section II of this handbook. Violations of minimum standards will result in mandatory fines. The reporting of occurrences of the following minimum standard violations are the responsibility of the match officials:
Field condition, lines, nets, corner flags
Presence of athletic trainer
Use of UPSL match balls
Handwritten player names on roster
Bench players wearing pinnies
Unregistered personnel needing to be removed from bench area
Spectators needing to be removed from the vicinity of team benches Table and chair for 4th official at midfield.
Referees must help the league enforce this! - Minimum Standard Violation(s) Report Form for Referees will be posted as part of the match report
Facility must be accessible no later than 1 hour before kick-off and the field must be available for the teams no later than 30 minutes before kick-off. - (Premier & D1 REQUIRED)
Home Team to ensure no fans are around or behind the bench area but are on the opposite side of the field, unless the facility has stadium bleachers behind the team benches. - (Premier & D1 REQUIRED)
Facility must have accessible bathrooms. - (Premier & D1 REQUIRED)
Locker/Changing Room for Away Team - (Premier REQUIRED)

“I know referees do not police these standards but if they are not given 8 waters, a table, 45 minute check in time and a color copied roster I need to know.” - INCLUDE IN YOUR MATCH REPORT IF THESE STANDARDS NOT MET
Technical Area Points of Emphasis from UPSL:
Subs - max of 9 can be on the bench and they must be on the game day roster.
Team staff - Must be on the roster or they sit in the stands. No one out of uniform or not on the roster is allowed on the bench.
Medical / Athletic Trainer: *updated March 20, 2024
Premier Division - Home teams MUST provide an athletic trainer or medical staff on site to evaluate head injuries for the home and away players. IF NO TRAINER AVAILABLE - Contact Assignor, Kevin Broadley or Colin Ashley.
Match may be played on the following condition: FOR PREMIER DIVISION ONLY!!!!!!!!!
Any player suffering a potential head injury may not return to the match. TELL BOTH COACHES THIS BEFORE MATCH STARTS
Division One - If no Athletic Trainer or Medical person is available you may play the game but include in Match Report
The medical personnel should have the training and credentials to make a diagnosis based on head trauma training, certification and concussion protocols.
ICE MUST BE AVAILABLE
In addition this person is NOT required to treat visiting players for pre existing injuries, taping ankles, wrists, knees etc...
Match Day Sheets: Match Day sheets confirm all details of the match. CRO Staff confirm each match, however, it is the responsibility of the referee crew to know and confirm all details on the Match Day Sheet
Match Reporting Procedures
Please follow the following procedure and send CRO the match report.
CRO will send the report to the UPSL - MUST SEND TO CRO THE DAY OF THE MATCH, NOT LATER THAN 24 HOURS AFTER COMPLETION OF THE MATCH. Sunday Matches must be completed by Monday Morning at 8:00 AM
Referee - Text the UPSL Division coordinator # with the score - 657-257-9843
Goal scorers + Assist (if applicable) must also be tracked throughout the match. In addition to the Score, Cards and serious incidents.
Fourth officials should ensure this is a part of their duties, but Referees are expected to confirm information prior to departing the location after the match. The CRO Match Report can be filed from a Computer, Phone or Tablet and can be done at the field.
