Carolina Development League (CDL)

Referees,

Thank you for accepting your matches with the Carolina Development League. You are working these matches because you are some of the top referees in your area and this is the TOP development league at this age group in the state. Below you will find the league and payment information as well as a few differences between the age groups along with the 9v9 handbook for the rules of competition.

Rule Highlights

Know what age group the players on the field are prior to starting the match!!! At times the Age groups may switch fields or not always be immediately identifiable as players play from pool rosters. When checking players in, double check the age group.

U11 Age Group: 18-20 players rostered - 7v7 in Fall and 9v9 in Spring - Balanced teams for Fall and tiered teams for Spring.
- NO Heading Allowed in U11

U12 Age Group: 22-24 players rostered - 9v9 - Tiered teams for Fall and Spring.
- YES Heading Allowed

Both Age Groups

  • 30 Min Halves - 5 Min Half Time

  • Substitutions: Unlimited substitutions + Re-entry on any stoppages

  • HOME team will wear light colored uniforms & AWAY team will wear dark colored uniforms.

  • Home team will provide game ball

  • Single Referee - You DO call offside - You ARE responsible for all boundary / goal line decisions (Coaches have been instructed that the benefit of the doubt to attacking play in regards to TIGHT decisions. Make your best judgment and be ready for impending decision, however if its TIGHT we play )

Match Day Information and Documents

Arrival:

  • Standing on the field 30 Min prior to kick

  • Check in with coaches 

  • Check players in 15 - 20 minutes prior to kick off

  • Arrival Attire: Black Track Suit or Black NCSRA, USSF, CRO or Athletic T-Shirt with Referee Socks pulled up and Referee Shorts

Match Report Information

Arbiter match report REQUIRED - Must be filed in order to receive payment

Match Fees and Payment

9v9 & 7v7 - $65 per match - Single Referee

11v11 Scrimmages - $80 Per Match - Single Referee

Starting Fall 2023 we will be paying through Arbiter Pay for CDL Matches. Please make sure Arbiter pay is set up. Fill out the payment form link in case there are issues with Arbiter Pay.
