We first want to thank you for being a part of the Referee community in the Greater Charlotte area and in North Carolina. We are excited to work with you at CRO! Below you will find all the information pertaining to matches assigned for Charlotte Eagles NPL Matches. A lot of this information may be familiar to you, however, there is always updated information added each season. We are hoping that this information will now all be in one spot for you to find easily when you need it for each weekend. 

Arrival: 30 minutes before kick off - If for any reason you will not be there 30 minutes before please contact your crew. 

Arrival Attire: Black Polo (USSF, NCSRA or CRO Preferred), Track Suit, Track pants or Referee Shorts with socks pulled up. 


Rules of Competition

Athletic Trainer

  • Athletic Trainers should be present during NPL Matches - Contact Assignors if ATC is not present 20 minutes prior to match.

Referee Procedure Highlights

  • Player Check-in - The Referee must check player passes and staff passes before the game. Check to be sure each player is on the roster and the number of the player is correct. NO PASS = NO PLAY

  • Match Reports - Read the Referee Procedures above. - We ask that you fill out the Arbiter Report as well. This gives us a back up to the report the team fills out - The home and away team should provide an NPL Match Report to the referee.

    • At the conclusion of the game,

      • ***NEW IN 2024*** - Text a picture of the match report to Colin Ashley - 919-259-6954 - INCLUDE YOUR Name - Field and Time of Kick Off - This is to ensure we have all reports and can work with the clubs if there are any discrepancies

      • After the match report has been completed and signed by the referee, the referee should give the game report back to the home team.

    • Items to be completed by the referee:

      • First half score, Second half score, Final score

      • Goal scorers w/minute marks

      • Yellow and Red Cards (see below for Red Cards), with brief description of red card and red card coding noted

      • Signature from Center Referee to authorize all information contained in Match Report is accurate

  • Red Cards -  If you give a red card please take a picture of the match report before giving it to the home team. Send Kevin & Colin a text message and fill out the form linked below.

  • Referee Abuse, assault or any other major issues - Please call us and let us know what happened. We are here to support you and want to help with any issues that come up. If we don’t pick up the phone email us - CRO@CROReferees.com. We will fill out a supplemental report and submit to the appropriate people.

Referee Education & Considerations

Referee Payment

  • Payment will be made at the field for all Charlotte Eagles NPL Matches

  • Time Periods and Ball Size - Referee must ensure all balls are inflated to 10 - 12 PSI

    • U13: 35 minute halves (10 minute halftime) - Size 5

    • U14, U15 & U16: 40 minute halves (10 minute halftime) - Size 5

    • U17 & U18/U19: 45 minute halves (15 minute halftime) - Size 5

    • Referees should provide appropriate stoppage time in every game.

    Substitutions 

    • Seven (7) substitutions maximum are allowed per half.  Players may not re-enter in the same half.

    • Allowed at any stoppage with referee permission

    • In the event of a head injury, the injured player may be substituted in order to be evaluated without counting toward the team’s substitution count, as long as the team has an available substitute at that time.  If the team does not have an available substitute at that time, the team may use an already substituted player to temporarily re-enter the match while the player is being evaluated. The injured player should re-enter the game at the first substitution opportunities possible after clearance by the health care professional.
