The Laws of The Game (LOTG) are the rules that govern soccer on a global scale. This is where things like offside, what a fouls or handball is, what a goal kick or corner kick is. All the things that make soccer the same weather you are playing in Charlotte or Harrisburg, North Carolina or Arizona, the United States or Spain. It is VITAL that referees know the Laws of The Game because this is the foundation of making our decisions.

Each league that you work in might make small adjustments from the LOTG. This might be the length of each half, how many players are allowed to play, how to make substitutions and more. Referees must know both the leagues rules and the LOTG.
